If a charm is on the inactive list, they've stopped updating.
Their reasons are their own and other charms should not and hopefully are not going to divulge that information, even if they know it.

If this charm wishes to discuss with you her reasons for not updating, them email her and see if she'll respond.

I have to agree here, people change over time, certain aspects of life probably become more important than others, or they just feel they have done enough with their modeling and move on to something else in their life. There could be hundreds of reasons why they stop updating. As Serena said, shoot her an email and see if she replies. That is probably your best bet.
