My opinion is that they put the three sets up as a minimum requirement to get a page built on Southern Charms. And:
1) They think they'll get rich from them and when that doesn't happen they just don't produce any other content
OR
2) It was a something they did just to "do it" not planning to ever maintain it
OR
3) It was done on a dare, or a bucket list type thing
OR
4) It was put up by "producers" who manage the model and her content
Per the handbook: If a site isn't updated 1 time every 90 days MINIMUM, then that site will be moved to the "Retired or Inactive" Pages
I believe, but can't state as fact: If an NON-UPDATED site doesn't bring in a minimum amount of sales (not sure of the minimum amount, or minimum time frame) Then that site is deleted from SC's pages.
So the ones with 3 updates must be bringing in some funds to still be on the site and whoever is running those pages is making some $$ on them, so why would they request the site to be deleted?
I imagine if someone had been "discovered" or "found out", they would ask that their sites be deleted immediately.
