There's a lot of "societal norms" that come into play here. These expect women to take care of their appearance yet not express themselves sexually. If she fails on either front then the tut-tutting folks will start describing her as "frumpy", "dull", "slutty", "easy" and so on. Basically not very positive labels at all. Whereas guys get a pass on this ... "boys will be boys". It's changing a bit but it has a awful long way to go.
On a personal front, it wouldn't make much difference. I am absolutely terrible at reading a woman's signals. I'm never sure if I am getting buzz off or come on signals from her. If she started ripping her clothes off my first thought would probably be "does she have an allergy to the fabric?".
